Property Development Policy
Esher Place is a highly attractive and desirable place to live with values commanding a premium for the privilege of owning and living on the Estate. The Board recognises the rights that individuals have to develop property with a mix of extension and re- development . In order to protect the high quality amenity and appearance of the Estate the Board will assist and advise residents and neighbours where possible, proposed inappropriate developments within the framework of the Borough Council’s planning policies.
Unlike most other private estates in the area the does not own the Estate roads. Ownership is on a collective basis with each property owning up to the middle of the road immediately to the front of each house. As a result all owners and shareholders are obliged to provide free and unimpeded access to all residents over their section of the road. Owners are reminded of their obligation to each other not to park vehicles – either their own, their visitors or external works vehicles, nor store materials on road – that would impede road access to other residents and visitors to the Estate.
Activity associated with development of property not only impacts residents themselves but also the environment. Property owners will be expected to make a financial contribution/compensation, to the owners and shareholders to help pay for future repair, renewal and upgrade works to roads and drainage resulting from the disruption, noise, dust etc. emanating from development works and the movements of heavy lorries and plant. Invoices in respect of compensation will be issued by the Board based on total floor area of development. This Development Fee charge is £20 per square metre of Consented floor area.
