									<p><strong>Update on Esher Place House Planning Applications</strong></p><p>​Dear Residents/Homeowners,</p><p>After nearly 2 months of deliberations since the conclusion of the delayed Hearing, the Planning Inspector has issued his written decisions regarding the proposed developments of 30 Esher Place Avenue, known locally as Esher Place House. These decisions are attached to this notification.</p><p><u>We are delighted to inform you that the Inspector has rejected all the appeals made by Birchwood and upheld the decisions by Elmbridge Borough Council to refuse planning permission for all 6 applications. This decision is final.</u></p><p>This is a huge victory for all of us. The EPRL Board and its Planning Sub-Committee would lke to thank every one of you who submitted written objections to the applications and who have otherwise supported our efforts to have this irresponsible development rejected.. Over 500 separate written responses were made by our residents to the 6 original applications. This result could not have been achieved without such a strong, unified support of the Esher Place Estate residents.</p><p>The common themes arising from the Inspector&#8217;s decisions are similar to those from Elmbridge; namely, that the proposed terraced and semi-detahced houses are not in keeping with the rest of the Estate, that the amenity of several houses on the Estate would be reduced by the construction of these houses, that harm will be done to the heritage aspects of the exisitng building and its surrounds and that for a development of this size an element of social housing would be required.</p><p>To update everyone on the costs incurred to mount this defence of our Estate; since we first learned of the plans in November 2019 we have spent a little over £25,000 on external consultants fees in the areas of Planning, Legal, Traffic, Heritage and Financial Viability. As this cost has been spread over 3 years, the EPRL Board has managed to finance this from our normal cash flow from Residents&#8217; annual fees, without having to make a cash call or divert funds from our future road resurfacing fund or adversely affect any of the services funded by our contributions. The costs are equivalent to under £150 per household over the last 3 years, or under £50/year, or less than 10% of your annual fees for each of the last 3 years.</p><p>We are aware that several house sales on the Estate have fallen through over the past 2 years due to the uncertainty caused by the planning applications. This has now been resolved and we believe that the value of our homes has also been protected as a result.</p><p>As regards the future, we know that Unite are keen to sell the property and we can suppose that Birchwood, or another developer, will take note of the reasons for the application failures and reformulate another approach in due course. Most of us would prefer that the exisiting property not remain empty, but be responsibly repurposed and occupied by residents who would be a part of our community. However, we will keep a watchful eye over future plans and ensure that whatever is proposed is in keeping with our Estate and respects the setting and heritage value of Esher Place House and its grounds.</p><p>On behalf of the EPRL Board</p>								</div>

<p>Please note that from 1<sup>st</sup> May we will be switching from Fidum Property Management to Simpson Wreford, a medium sized firm of accountants who specialise in managing housing estates like Esher Place.</p>



<p>We can do this because, with the enlarged and more active Board of EPRL, we are doing much more work ourselves such as organising road/drains/general repairs and small works, as well as collecting overdue contributions, that Fidum had been doing for us. This will save a significant amount of fees.</p>



<p>The only change that you should notice is that Simpson Wreford will be invoicing annual contributions (starting next month) and sending out reminders etc. These will also show new bank details to make bank transfers to, so please don’t send any payments to Fidum.</p>



<p><strong>HELPING SOLICITORS WHEN A HOUSE IS BEING SOLD</strong></p>



<p>This involves giving information to the solicitors used by buyers, answering their questions, Companies House notifications, and arranging for new share certificates to be issued when a house changes owners.</p>



<p>Until now this work has been done by Fidum, but now it will be done by EPRL Company Secretary, Paul Boughton (email <a href="mailto:paulvboughton@aol.com">paulvboughton@aol.com</a>). We will put this information on our website, but it would also be helpful for you to give it to lawyers whenever a house sale is going through.</p>



<p>Fidum have charged buyers £425 for doing this, but EPRL is pleased to say that we will reduce this to £250</p>

<p>The Board are delighted to report that the Broadband project to install an FTTP service that is available for all residents on the Estate to connect has been completed. The service will offer guaranteed minimum speeds of 100Mbps.&nbsp;</p>



<p>The project has been fully paid for with Government funding and there has been no cost to the Estate. Thank you to all those residents that applied for vouchers.</p>



<p>It is also worth noting that funding for urban areas has now been withdrawn so our Estate was one of the last to benefit from this scheme.</p>



<p>Hopefully all those residents who are currently home working during the lockdown are benefitting from improved network speeds and resilience.</p>

<p>Following the February newsletter, I am writing to give you an update on the progress with the work to install Full Fibre broadband service to all premises on the Estate.</p>
<p>Openreach have completed Phase 1 of their work which is to complete surveys of the existing telephone infrastructure on the Estate. Specifically this has focused on identifying</p>
<ol>
<li>Any blockages in the existing ducts on the Estate that need to be cleared in order to install the main fibre ring that will provide the connection points for all properties</li>
<li>Any properties where their existing telephone connection is underground rather than via a telegraph pole</li>
</ol>
<p>The next stage is as follow</p>
<ol>
<li>Remediation of the existing ducts &#8211; there are approximately 6 or 7 relatively small areas around the estate where further work needs to be conducted to determine the extent of damage to the current ducts. Generally ducts are located in the grass verges and Openreach will, over the next 2 weeks, begin to determine the extent of the damage. This may require a certain amount of digging, identification of the problem, repair and restoration of the verge. However, there are a very very small number of instances where the duct may cross within the perimeter of the premises. In these cases, Openreach will discuss with the resident the specific impact of the remediation.</li>
<li>Underground connections &#8211; there are 26 properties where the connection from the ring to the house is underground rather than via a telegraph pole. If you are impacted, Openreach will come and arrange to test whether there are any blockages between the road and the house. If there are, then they will discuss with you the options available. There is no obligation to accept any of the options offered though this may mean that Full Fibre Services are unavailable to your property at this time which may impact on cost in the future.</li>
</ol>
<p>Assuming that the above can be resolved in a timely manner, Openreach would hope to start cabling and connecting properties up ahead of the&nbsp;original&nbsp;December 2019 delivery date.</p>
